Bush's average Gallup approve/disapprove was 56/31 through Sept 10. Gallup's last pre-9/11 poll was on 9/10, and it was 51/39. (Clinton went out at 65/31.) Of course, he's now 40/58, ha ha. That's at the 10th percentile of all the 1,330 times Gallup has asked the question (starting in 1941).
Bush's 90/6 on 9/22/01 was the highest approval rating since Gallup started doing these polls. His father's 89/8 on 2/28/91, just after the beginning of the first Gulf War, was the second-highest. Approval can be very fleeting.
