a little of both i think: the ideology of the transformative power of technology never went away, it was more like, "whoa, we went a little crazy didn't we?" But recently, with the rise of google, VC money's flowing back (they're calling it the "web 2.0"). Plus there's optimism that bio-tech here will be the next big technology revolution here, with a big new bio-tech campus opening in SF, boosted by billions in state funding for stem cell research.
