About a year ago.  It's a combination of two factors: 1) working class 
self-hatred; 2) middle class hatred of the working class.

It is now a touchstone of salt-of-the-earth credibility.  If you say 'chav' 
you're a hero of the working class - if you refuse it, you're middle class 
filth...
