Not really true. Ukraine after the Orange Revo pursued extremely populist, non-neo-lib policies courtesy of Timoshenko. That got her excoriated by Anders Aslund, among others. (Ukraine's GDP growth rate dropped from 16% to 0.5% at the same time, BTW.)
