So how did the IDF accidentally destroy a 3 story building inside an OGL base near Khiyam where the UN makes no claims of Hezollah activity "in the vicinity"?

The UNIFIL Force Commander had just spoken to the Israeli Army officers telling them to redirect their fire away from the OGL base only one hour before they accidentally destroyed it. 4 artillery shells were fired at that UN position one hour before the base was destroyed which is what prompted the UNIFIL Force Commander to contact the Israelis.

How does the UN define "in the vicinity"? Within 2 miles? Within 10 miles?

What is the rated accuracy of the IDF artillary that leveled the building at the OGL base near Khiyam and killed the 4 observers?
