In the policies of the State, whatever policy is made at a moment
keeps on excalating into predictable next moves and one loses ability
to turn its direction for quite sometime. A change in goverment
through democratic process would not automaticlly result in a change
in policy especially in external affairs. Revolutionary rupture is not
a character of democratic change. US needs one but its instituions
are, alas! not capable of delivering. You need a Roosevelt for that.
And the margin of victory in election needs to be substantial
twothirds majority.
