In part, yes, but none of the September 11th terrorists was a Palestinian, whereas the "Holy Jihad Brigades" are said to be a Palestinian group, though that has yet to be confirmed.

This is the first time I hear of the "Holy Jihad Brigades," so, of course, I don't know, but last year, I heard of the formation of the "Al-Qaida-Palestine Frontier Jihad Brigades," whose communique and oath are available online: <http://www.globalterroralert.com/pdf/0805/qaidapalestine0805-2.pdf> and <http://www.globalterroralert.com/pdf/0805/qaidapalestine0805-3.pdf>.
