"Drill Holes" is in actual practice the great majority in all u.s.
elections except for presidential elections, and it is always a
plurality in presidential elections, the norm of which is:

DP candidate: 24-26%
RP candidate: 24-26%
Drill-holes: 50%

The meaning of "drill holes," regarded as a process not a static
empirical category, is a matter of some debate.
