This is reminiscent of Stephenson's _Snow Crash_ where federal
employees were expected to spend a certain amount of time (down to the
second) )reading a memo on computer. The ratings came out like:
50% of the time -- lackidaisical, bad attitude
75% - should watch for spotty work
100% - smartass
150% - not sprightly enough
200% - reevaulate for competency
