This article doesn't make the screamingly obvious speculative leap, but Izvestia's theory is that Livinenko was trying to hawk the stuff and accidentally exposed himself. This is looking more and more plausible. If true it's going to put the Brit government in a pretty bad position.
Oh, and Litvinenko was never a spy. He worked for the Interior Ministry guarding convoys.
