make a subtraction:
(Japanese or wherever) population minus
(children+women+elderly+minorities+foreigners+handicaped+homosexuals)

and you get the part of the population that is not being defined as  
potentially suffering from any social illness, because they are not  
defined at all. They are the ones that define.
