If you go this route you're going to wind up saying that all European empires (which the Italians were trying to emulate) were fascist. The Italians were no more racist than any other people in Europe at the time, probably less than most. Racism was simply not part of the core ideology, which was based on militarism, anti-communism, and anti-liberalism, NOT on race.
Many of Mussolini's writings are avaliable in print in English. Read them and you will see that race plays a very, very small role. He barely mentions it in his memoirs.
