BTW there's a former Soviet Union analogy here,
wherein everybody in the fSU thinks everything is
decided by Moscow. For instance, Tbilisi seems to
think that everything North Ossetia does is planned by
Russia, when actually NO (which won its war of
independence) has its own agenda.
