Paris is choked with smog and car traffic in the summer, even though it has a great, if sometimes overburdened mass transit system and very high sales taxes on petrol.

As James pointed out, the fact that Britain would collapse without the use of the extensive road system is why, in my opinion, an alternative, non-carbon based, combustion fuel is a vital key to maintaining civilization and avoiding the destruction of the planet.
