As with all discussions of "the Democrats", the problem is speaking of them 
as a singular anthroporphic entity with a single brain and set of 
motivations.

The issue is what it takes to get forty Democrats, the minimum for a 
filibuster, so if six Dems are resistant to a filibuster, that means it 
doesn't happen, even if 39 would be willing to filibuster.

If 39 are willing to filibuster, does that make "the Democrats" spineless?
