Depends on what you mean by "hierarchy " and "spokescouncil" model. You don't think a microchip firm could not make it's major decision through elected councils - a large firm wide council for major decisions, smaller councils at various levels for smaller decisions, and various types specialists for day to day decisions firmly under the control of appropriate councils?
