THE YEAR 1937: THE LESSONS OF SABOTAGE

The Plenum of the Central Committee of the VKP(b) that took place in 1937 listened to and discussed reports "On the Lessons of Sabotage, Diversion and Espionage by Japanese-German-Trotskyist Agents in Industry and Transport."

The Plenum of the CC considered other important questions as well: the preparation of the election campaign (the report was given by Comrade Zhukov), the faults of Party work and measures to liquidate Trotskists and other two-faced types (the report of Comrade Stalin) and the lessons of sabotage, diversion and espionage in industry, transport and other branches of the economy (the report of Comrade Molotov).

I will rely for the most part on my report, "On the Lessons of Sabotage, Diversion and Espionage by Japanese-German-Trotskyist Agents on the Railroad."

I began my report with the following general comment:

"Here we are discussing the lessions of sabotage, diversion and espionage by Japanese-German-Trotskyist Agents. This means that we must uncover the characteristics of this sabotage and its methods of struggle, and, which is the main thing, we must uncover our mistakes, the mistakes of the economic leaders, both in and outside of the Party, beginning with the lowest economic worker and ending with the People's Commissar, who have not unmasked the acts of sabotage of the enemy in time. The roots and character of Japanese-German-Trotskyist sabotage on rail transport are the very same as those in heavy industry, about which Comrade Molotov has reported here.

"The matter concerns a band of infiltrator-spies, embittered by the growing power of socialism in our country therefore employing every possible means for a "izuverskaya" (CD -- don't know this word) struggle with the Soviet government that are to be found in the arsenal of spies, saboteurs and infilitrators.

"On rail transport, the same basic means as were indicated in the first paragraph of the project of the resolution of the Plenum of the CC, are used: 'The Trotskists, having become the hired guns of fascism, have taken up the examples of all earlier uncovered sabotage-espionage organizations in industry and transport. In relation to rail transport, it can be said that they have learned not only the lessons of sabotage, they have also taken up a meaningful part of unembittered people and even those who have maintained themselves for years in organizations of sabotage that have not been uncovered.'"

(Here, Kaganovich gives a few pages of instances of such sabotage on the railway.)

(Gotta go home now, will translate tomorrow how Kaganovich says innocent people did unfortunately die but that that was a regrettable error and the general campaign was justified.)
