it's very common for leaders of countries with all sorts of troubles
to focus their attention on foreign problems, in order to distract
people from the internal problems. Or maybe A is trying to combat
internal enemies by trying to be "more orthodox than they are" on
foreign-policy issues. (The AFL-CIO used to be "more Cold Warrior"
than many capitalists in order to try to get more leverage on domestic
issues.)
