The US Centres for Disease Control and Prevention (CDC) has funded Vietnam's National Institute of Hygiene and Epidemiology (NIHE) to carry out a project to enhance public health capacity for HIV prevention and care activities in Vietnam. The activity is part of the US President's Emergency Plan for AIDS Relief (PEPFAR).
A co-operative agreement on the project was signed in Hanoi on June 1 by Nguyen Tran Hien, director of NIHE and John Boardman, deputy chief of mission, US embassy in Hanoi.
According to the US deputy chief of mission, the project will support the National Strategic Plan for HIV/AIDS in Vietnam over the periof of five years with following goals: First, to develop national HIV laboratory capacity to support HIV testing and set up a national quality assurance and quality control system for HIV laborataries. Second, to strengthen the national HIV/AIDS surveillance system for routine HIV/AIDS surveillance, including drug resistance survellance, survellance for new HIV infections or incidence surveillance, surveillance in sentinel groups, integrated behavioral and biological surveillance, and AIDS indicator survey. Third, to support the Ministry of Health in implementing the national action plan for surveillance and monitoring and evaluation to ensure HIV/AIDS programmme effectiveness and quality and to assist in policy development and programme planning.
This is a comprehensive plan for HIV/AIDS prevention, care, support and treatment in 15 key countries around the world. Vietnam is the only focus in Asia. This year, the US government will contribute US $34 million for HIV/AIDS control in Vietnam.
