What exactly does that mean - given the gerrymandered Congressional (and state legislative) districts and the resulting non-competitive Congressional/state legislative races? Does it mean the DEMs with safe seats increase their margin of victory by a few percentage points and REPUBs in safe seats decrease their margin of victory by a like percentage? SR
