Afaict, this cite doesn't pan out at all. There's an article by Ikenberry in that issue of FA, but he makes no mention of anything like this. According to the online archive, Blanton seems never to have written an article for FA, and the only appearance of the name Arkhipov in the FA archives is as a 1984 Soviet First Deputy Prime minister.
Perhaps the cite was to Foreign Policy or some other journal with a similar sounding name?
