I think the difference that people are not getting
here is that americans (and apparently the irish) are
apathetic about learning a second language.  

This does not apply to Taiwanese student.  They are
desparate to learn, or at least to pass their exams, 
to the point of spending their vanishingly small
amount of free time in weekday afternoon cram schools,
still can't do it given present methods.
