I share the general sentiment. But.....Kenneth Pollack's book on Iraq 
reported that after the inspectors left Iraq in 1998, the perplexed 
Clinton Admin did a major interagency policy review. At the dovish end 
of the spectrum, a few marginal State Dept officials favored bowing out 
of sanctions gracefully. At the hawkish end was a recommendation for a 
regime-change war. Its main advocate? The office of the vice president.
