This is why hierarchies often rotate their subordinates between areas,
so that the subordinates don't "go native" and start sympathizing with
the people instead of the hierarchy. I'm told that the US
international news organizations do this, so that their reporters
don't start sympathizing too much with the Iraqis, Russians, or
whoever.
