I am not so sure that the Italian Christian Democrat government was actually that much supportive of labour in the wake of WW2. It even allied with US-reboosted mafia in the crackdown (including the infamous killings of Portella della Ginestra in 1947, put on screen by Francesco Rosi in 'Salvatore Giuliano') of Sicialian farm labourers asking for agrarian reform. Never forget that Italy and West Germany preserved their former, i.e. fascist, intelligence apparatuses pretty much intact in order to better repress insurgent labour.
