There were in the past _two_ centers for leafletting that reached large numbers of people: at the factory gate, which usually faced immediately on public property, and in the downtown area of most cities. Now a large proportion of places of work (all varieties) are insulated in strip malls or surrounded by large parking lots that are private property of the employer, and the "downtown" area of cities has been distributed in those scattered strip malls. This was beginning in the '50s.
