That's not the fucking point. The point is that this approach is so complicated and full of holes that it's going to fail on criteria of both justice and efficiency.
2.7 million New Yorkers were without any kind of health insurance for all of 2004 (the part year total was undoubtedly much higher); by your logic, screw the other 2.2 million?
