Daycare in Moscow is free. I'm not sure about elsewhere. Moscow is ruled by the Social-Democrat God Emperor Luzhkov, who makes his own rules, and I don't know about elsewhere. Probably.

The laws on hate speech and so forth exist on the books but are not much enforced, except in high-profile cases like this one or when somebody important gets involved.

Russia is having a lot of problems in Slavic regions right now with skinhead violence against non-Slavs, so the cops I think are getting pressured from the government to take action, possible more symbolic than real. If you move out of the Slavic areas you get more (sometimes much worse) ethnic violence, but of course it's of a different character. A recent case that comes to mind was a clash in a village in Kalmykia last year between Kalmyks and Cossacks on the one hand and Chechens on the other. Also in Rostov Oblast last year the daughter of a Cossack leader was raped by a Chechen, the father and clan of the Chechen involved admitted familial and blood guilt (a very Chechen thing to do, that), and the Cossacks weren't satisfied and demanded the Chechen community get sent back to Chechnya. It seems to have died down -- I haven't heard of anything since.
