Medvedev wrote a whole book on this. Electricity is very heavily subsidized by the state. Water is completely free -- I let the water run for 3 hours today preparing for a bath. Until the last 6 months trans and buses were effectively free. Moscow gives large amounts of benefits (by Russian standards) to pensioners, veterans, widows and so forth.
