This is a staple of the conspiracy community. Google "plunge protection team" and you'll get something like 750,000 hits. Note that the first hit is a 1997 Washington Post article by Brett Fromson <http://www.washingtonpost.com/wp-srv/business/longterm/blackm/ plunge.htm>. I happened to meet him a few months ago - he now runs a hedge fund that invests in other hedge funds - and he regrets ever having written it.
