I guess you're right.
If I were Rangel, I'd propose to have the GAO determine how much each U.S. household or family is expected to benefit from the next war abroad and, strictly according to that, allocate the fiscal and human burden of the military.
The children of large stockholders of companies such as those listed below (and the stockholders themselves) would be in a perpetual tour of duty abroad. In their case, I'd propose widening the draft age range to 10-95.
