Vietnam has joined other UN members' demands that all sanctions imposed by the UN are done so in strict accordance with international law, especially the United Nations Charter, and endorsed the UN Secretary-General's call to assist third States affected by sanctions.

Hoang Chi Trung, Minister and Deputy Permanent Representative of Vietnam to the UN, clarified the country's stance at a UN General Assembly meeting in New York on October 17 held to hear the report of the Special Committee on the UN Charter and on the strengthening of its role.

Trung emphasised that sanctions must be clearly defined, well targeted and imposed in a specific time frame in order to minimise and avoid adverse impacts.

"These measures should be subject to periodical review and lifted as soon as reasons for their imposition have ceased to exist," said the Vietnamese delegate.

He explained that the ramifications of sanctions should be taken into account and assessed prior to their imposition. He further demanded that assistance to third party States affected sanctions should be given in a practical and time manner.

Mr Trung also endorsed the Security Council's move to improve the effectiveness of UN sanctions as well as to address other sanctions-related issues. These include the assessment of the unexpected impact of sanctions and assist affected untargeted States. He referred to the Security Council's decision to extend the mandate of a workforce on sanctions until the end of this year.

"Vietnam always attaches itself to the principle of peaceful settlement of disputes in international relations and, therefore, supports the use of the existing mechanisms to settle all disputes peacefully, of which the International Court of Justice plays a significant role as the principle judicial organ of the UN," concluded the Vietnamese delegate.
