It's not an empty signifier, of course. But it's incarnation in Israel 
since 1948 is the direct effect of the support and the overwehlming 
power of its sponsors....both directly, in terms of money and arms, and 
indirectly in terms of the colonial fashioning of neighboring Arab regimes.
