Do you mean that individuals *acting independently* cannot change things [radically]? If not, is this some sort of Parmenides-type position?
I am very interested in refining this particular claim, and what is meant by 'individual' here... one individual can detonate a nuclear device and change things radically... but perhaps it is implied that his act would not be possible without the work of others?
