Because they love their Empire, cherish their Empire, and are willing to go down with the ship of Empire. It's just that this Empire is sinking fast, so the scurrying of the rats is more visible than usual.
I was just rereading John Stuart Mill, of all people, and it struck me how the classic UK liberals were not just implicated in imperialism, they were its greatest fans.
