(Chicago passed what is considered a model city ordinance for day laborers a couple of years back with little effect - no serious enforcement) The Illinois Department of Labor's budget has been frozen for some time and it would need to add investigators and assume a much more agressive stance for the law to make much difference. However, the new law does give workers centers and other supporters a few additional tools to go after abusive agencies and client companies. The most important is the right of workers to privately sue violators. The new law doesn't represent a huge change but in the right circumstances it can help.
