The proposed caliphate (which is a lot larger than the Middle East) extends over the highly secularized Muslim societies of Turkey and the Former Soviet Union. It is unlikely that any attempt can be made to impose it there without it leading to massive amounts of bloodshed, as was the case in Chechnya and the North Caucasus more generally.
Also, I do not see the Shia as being particularly amenable to living in a Sunni Islamic state.
It is a very imperialist ideology.
