One thing: cops are supposed to be not brutal. They're supposed to enforce the law. But they're often brutal in their disregard of the law. Why do you think the NYC cops fired 50 shots at Sean Bell? (By the way, normal racialized explanations don't work in this case since most of the cops were black. But they were still cops.)
