controlled experiments,
[WS:] So how are you going to put millions of people into those "controlled experimental conditions" to be transformed into productive citizens? Stalin tried that by the use of socialized universal services as well as guns and bayonets - and he was not terribly successful.
"Controlled experiments" can do only cherry picking that will lift only a few while leaving most behind. You need to do much better than that - eradicate the deviant subcultures and social networks - and that is much harder to do, especially in a short run i.e. the life of a generation.
