Developmental states are on the march from Moscow to Caracas, and from Beijing to Prague, and new kinds of information socialism are emerging everywhere from the videogame culture to the humble cellphone. In March 2007, cellphone density in the 3 billion people in the global periphery reached about 10 per 100 inhabitants. The periphery is connected and mobilized in a way impossible to imagine in 1955 Bandung.
