No "practical" person will ever follow the advice in the first line. To actually confront the _minimum_ that must be done to make a difference is to be plunged into total despair if one expects to achieve it within the present balance of political power and the present constitution of the u.s. It's much more pleasant to figure out what (possibly, with a lot of wishful thinking) "can be done" then hallucinate oneself into thinking that will make a difference.
