Carrol has never really explained his theory of politics; it seems to amount to "shit happens, sometimes, but most of the time it doesn't." The bourgeoisie always seems to know what it wants and manages to get it; the weakness of the left is always the result of bourgeois strength, and there's nothing the left can do about it; the Dems are as committed to the Iraq war as the Reps, because they're all just pawns of some impersonal System or History that's not merely beyond human agency, it seems to lack human agents at all. Maybe he can clarify.
