But what is meant by "domestic policy" -- abortion, prayer in school, homosexual marriage? These are manufactured issues, unlike foreign policy, trade policy, energy policy, national health and education policies, welfare and criminal policies, monetary and credit policy, campaign finance reform, corporate regulation, etc. On these broad issues there has been general agreement between the parties. Clinton's designation of a bunch of federal lands as protected wilderness in the last days of his administration was a merely personal FU to the incoming administration, which Bush promptly reversed.
