Without in any way denying the factor of racism, you should also read James Carrol's House of War -- the history of the Pentagon -- which shows convincingly how interservice rivalies, careerism and political expedience pushed the Pentagon, and it's favored strategy of conducting war from the air, into a commanding place in American public policy.
