This passage has an eerie resemblance to the brilliant opening pages of Juan Goytisolo's Marx Family Saga, based on the actual tragic flight of Albanians to a capitalist "dreamland" after the fall of the USSR.

I think that was the case in Poland, the Baltic area and Ukraine prior to being incorporated into the Russian Empire. I don't THINK Jews were used as intermediaries during the existence of the Pale (late 1700s to 1917).
With my reference to the Mongols, I was making a nod in the direction of the theory that the 200 years of the "Mongol Yoke" inhibited, and even drove backward, economic and societal development in the relevant regions.
