I believe that 1991 or 92 was the low point in teen drug use for whatever reason, Nancy Reagan, less lead paint, or whatever, but 1982 was a peak. It was probably twice as high as 2006. The start of the upswing was 1966, and I really wondered why it went down in the early 90s so much. I saw this figure once, and was using it to make a point. The primary problem of anyone other than the 25 year government survey doing this would be creating identical conditions each year. I would expect those to be the same across the country, somewhat. The intraclassroom variance would be high, just like with test administration. Sometimes with bunched desks it is really obvious what your neighbors are writing down, so this would change some behavior. In other cases the teacher runs it differently.
