I briefly mentioned this dispute in Manufacturing Discontent, which I published a couple of years ago:

So, while the U.S. government actively works to minimize risk for corporations, it does relatively little to protect human beings. Instead, the government actively promotes the Chapter 11 of the NAFTA agreement to the world at large. To the extent that the government succeeds, regulations intended to protect citizens from hazardous products or production techniques will become vulnerable to challenges. The government of United States so far has only protested only one ruling that challenges a domestic regulation -- a prohibition of on-line gambling -- a law that the World Trade Organization also ruled to be illegal (Richtel 2004). The federal government has acquiesced in all other such rulings.
