Anyone can arrest people. It's called a citizen's arrest:

Here's the Illinois statute, pretty typical:

Arrest by a Private Person. "Any person may arrest another when he has reasonable grounds to believe that an offense other than an ordinance violation is being committed." 725 ILCS 5/107-3.

Nothing in the citizen's arrest law prohibits people who don't believe in anyone being able to arrest others, if that's what anarchists believe, from doing it, any more than property law prohibits communists from owning private property or employment law prohibits them from working for wages.
