Adam Ferguson came pretty close

Adam Ferguson. 1767. An Essay on the History of Civil Society (New Brunswick: Transaction Books): p. 187 "the results of human action, but not the execution of any human design." see also Hamowy, R. 1987. The Scottish Enlightenment and the Theory of Spontaneous Order (Carbondale: Southern Illinois University Press).

I think that Hayek also used the term.
