No one says this. But when a social phenomena (such as a really major change in political direction) requires the more or less simultaneous shift of perspective of some 10s of millions of people one can't get very far examining the individual motives of each of the 10 or 30 million individuals. Any statement about motives in such instances would probably be some tautology.
